I have lived in Laos, which is a land blocked country surrounded by Thailand, Cambodia, Vietnam and China. The crime rate there is quite low but can be serious. The number of thefts in Laos has increased and some have become violent. After dark, the chances of being robbed increases. But overall, Laos is quite a safe place to live in or visit, just that people need to be careful about where they go and who they go with.
In Malaysia, the crime rates are higher. petty thefts and purse snatching are common with tourists. Kidnappings and rape are not as high but are still a danger. Comparing both countries, Malaysia seems to be more dangerous than Laos.
In my opinion though, Malaysia is more dangerous than Laos. Having lived in Laos myself, i have found it easier to go out into town, the city, or into a cafe alone and not have to worry about whether I would get raped, mugged, or kidnapped. There was also the fact that everyone knew everyone in the city. People were a lot more friendlier than in other countries. When arriving to Malaysia, that sense of caution changed. Obviously, KL and a lot of the cities and towns here in Malaysia are much bigger than the capital city of Laos, which is Vientiane. The distance between a home and the nearest shopping mall could take from at least 10-20 mins to up to 3hrs (personal experience). And also, there is the fact that if you enter a shopping mall, cafe, or you're just walking down the road by yourself, you tend to feel more afraid to the fact that you are going to get raped, mugged, or kidnapped.
A law are mostly rules made by the government or by someone who has a higher ranking in the society and these rules are meant to be followed by the citizen of the state, country, etc. There are different laws towards the same same situation in some countries.
But there are people who break these laws and there are consequences for these people. For these situations, they will have to court and what they next will be decided by a judge.
There are different consequences for one crime in different countries. Some countries might have harsher consequences e.g: Marijuana, the consequences in one country might be the Death Penalty whereas in a different country, there might not have any laws for the possession of Marijuana.
Laws, in my opinion, is a bunch of rules that are used to maintian controll over a city, state, country, etc. But somehow, there are people who break these laws, knowing the consequences.

How old the criminal?
How many people did they kill?
What were the charges given
Did they have intention behind the crime?
What was the sentence given?
Why are they famous?
Which country are they from/ Where they were born?
What was their childhood background like?
